Large organisation, so the shape of this is governance-first. We have a working proof of concept for an internal assistant built by one team, and four other teams now want their own. Left alone we will have five incompatible implementations and no way to answer an audit question. What we want built is the shared foundation: an agent runtime with centralised model access, per-team configuration, a common audit log, and a policy layer that applies to every agent whether the team remembers to think about it or not. Then migrate the existing proof of concept onto it as the first tenant, to prove the foundation works before four more teams commit to it.

• Design and build the multi-tenant agent runtime with per-team isolation and configuration
• Centralise model access, credentials and spend attribution
• Implement a policy layer enforced at the runtime, not left to each team's prompt
• Build the audit log to satisfy our internal audit requirements, agreed with them up front
• Migrate the existing proof of concept onto the platform as the first tenant
